Jean-Michel Eymeri-Douzans<\/strong>, dipl\u00f4m\u00e9 de Sciences Po Paris (1990), docteur en science politique de l’Universit\u00e9 Paris 1 Panth\u00e9on-Sorbonne (1999), ma\u00eetre de conf\u00e9rences \u00e0 l’UF 11 de cette m\u00eame Univesit\u00e9 (2001-2003), major du concours de l’agr\u00e9gation externe de Science politique (2003), est depuis lors enseignant-chercheur dans sa ville natale, \u00e0 Sciences Po Toulouse, dont il a \u00e9t\u00e9 plusieurs fois directeur-adjoint et chercheur au Laboratoire des sciences sociales du politique (LaSSP-EA n\u00b04715), qu’il a dirig\u00e9 cinq ans. Il a cr\u00e9\u00e9 et pr\u00e9side depuis dix ans le Groupe d’\u00e9tudes permanent n\u00b0XVII “Sociology of the State : Reforms & Resilience” d’EGPA\/GEAP, la soci\u00e9t\u00e9 savante (si\u00e8ge \u00e0 Bruxelles) qui r\u00e9unit les chercheurs et institutions acad\u00e9miques sp\u00e9cialis\u00e9s dans l’\u00e9tude des administrations publiques en Europe. Membre \u00e9lu du comit\u00e9 ex\u00e9cutif du GEAP depuis des ann\u00e9es, il pr\u00e9side \u00e0 l’heure actuelle cette soci\u00e9t\u00e9 savante europ\u00e9enne. Ses recherches portent sur la haute administration dans ses rapports au politique, et sur les institutions et processus de gouvernement, tant en France que dans une perspective compar\u00e9e en Europe.<\/p>\n\n\n\n

En parall\u00e8le, Jean-Michel EYMERI-DOUZANS a d\u00e9velopp\u00e9 depuis son d\u00e9tachement (1999-2001) par le Quai d’Orsay comme repr\u00e9sentant fran\u00e7ais \u00e0 l’Institut Europ\u00e9en d’Administration Publique (IEAP) de Maastricht, une activit\u00e9 d’expert en ing\u00e9nierie institutionnelle et en r\u00e9formes administratives pour la Commission europ\u00e9enne (diverses DGs), plusieurs pr\u00e9sidences du r\u00e9seau EUPAN des Fonctions publiques de l’UE, et les autorit\u00e9s de divers Etats europ\u00e9ens dans le cadre de programmes PHARE et de nombreux jumelages administratifs. Dans le m\u00eame ordre d’activit\u00e9s, les autorit\u00e9s de la Fonction publique fran\u00e7aise lui ont confi\u00e9 maintes missions d’\u00e9tudes et de r\u00e9flexion, dont la pr\u00e9sidence du Conseil scientifique de la DGAFP, lors de sa mise en place (mandat 20008-11)<\/p>\n\n\n\n

Geert Bouckaert <\/strong>is professor at Leuven Public Governance Institute, Faculty of Social Sciences, Katholieke Universiteit Leuven, Belgium. As past-president of the International Institute of Administrative Sciences, and of the European Group for Public Administration and current Vice-Chair of the Committee of Experts of Public Administration of ECOSOC, United Nations, he is a highly influential thought-leader in public administration. Professor Bouckaert is one of the globally-leading public administration scholars. Teaching on public sector performance management, Professor Bouckaert focusses on how governments connect performance to management and governance. Public sector performance is fundamental to ensuring that the public sector remains relevant and part of the solution to societal problems. Legitimacy and trust in the public sector are increasingly linked to the capacity to demonstrate a well performing public sector for its service delivery and its policies. He is a highly cited scholar and his book, Public management reform: A comparative analysis (co-authored with Christopher Pollitt), is in its 4th<\/sup> edition and already belongs to the canon of classic works in public administration.<\/p>\n\n\n\n

Maria Aristigueta <\/strong>is the Director of the School of Public Policy and Administration, Charles P. Messick Chair of Public Administration, and Senior Policy Fellow in the Institute of Public Administration at the University of Delaware. Her teaching and research interest are primarily in the areas of public sector management and include performance measurement, strategic planning, and organizational behavior. She has published numerous journal articles, book chapters, and books including– Managing for Results in State Government; co-author of Managing Human Behavior in Public and Nonprofit Organizations, Managing and Measuring Performance in Public and Nonprofit Organizations, and Organizational Behavior; and coeditor of the International Handbook of Practice-Based Performance Management. She
is a fellow of the National Academy of Public Administration (NAPA), a past-President of the American Society for Public Administration (ASPA), and a member of the Executive Council of Network of Schools of Public Policy, Affairs, and Administration (NASPAA).
